The Director General (DG) of the Sierra Leone Civil Aviation Authority (SLCAA), Madam Musayeroh Barrie participates in the International Civil Aviation Organization (ICAO) Global Implementation Support Symposium (GISS) 2025, taking place in the Abu Dhabi, United Arab Emirates (UAE). This prestigious event brings together aviation leaders, policymakers, and industry experts from around the globe. The event focuses on the critical challenges and opportunities facing the aviation sector, particularly in the areas of training, sustainability, and workforce development. This year’s event theme is: “The Next Flight: Innovating for a Sustainable Tomorrow”.


The DG’s participation in the symposium underscores Sierra Leone’s commitment to strengthening its aviation sector and aligning with international standards. As a key representative of a small but ambitious aviation Authority, the DG highlights the unique challenges faced by emerging states in attracting training, and retaining aviation professionals, while also showcasing the progress Sierra Leone has made in building a robust aviation ecosystem. In recognition of her rebranding of the Sierra Leone Civil Aviation Authority; and her immense contribution towards International Civil Aviation bodies, has brought her thus far to participate in the first “All Female- ICAO Panel”- Panel 5B “Evolving Training for Sustainable Aviation”.


Panel Discussion on Evolving Training for Sustainable Aviation:
The DG also participated in Panel 5B, titled “Evolving Training for Sustainable Aviation”. This panel addresses the critical elements of: attracting, recruiting, training, and retaining talent to support a sustainable aviation ecosystem. The discussions focused on innovative strategies to inspire the next generation of aviation professionals while ensuring that current workforces are equipped with the skills needed to adapt to evolving technologies and sustainability goals.
Key topics explored include the importance of lifelong learning, reskilling, and professional development to bridge the gap between innovation and implementation. The panel also examined challenges such as workforce shortages, regulatory and operational constraints, and the integration of sustainability-focused practices. Collaborative approaches that enable workforce resilience and long-term industry growth was highlighted as part of the solutions.
Sierra Leone’s Aviation Challenges and Opportunities:
Sierra Leone, like many small and emerging states, faces unique challenges in building a sustainable aviation sector. These include limited aviation culture and skills gaps, resource constraints, and difficulties in retaining talent. However, the country is also presented with significant opportunities, particularly through regional collaboration, international partnerships, and the adoption of new technologies.


The DG’s participation in the ICAO GISS 2025 is a strategic move to leverage these opportunities. By engaging with international organizations such as ICAO, the International Air Transport Association (IATA), and regional bodies like WACAF and AFCAC, Sierra Leone aims to build a more resilient and sustainable aviation sector. The focus on tailored training programs, technological innovation, and sustainable practices will not only address current challenges but also position Sierra Leone as a competitive player in the global aviation industry.
ICAO’s Role in Capacity Building:
ICAO’s support is crucial for small and emerging states like Sierra Leone. Through its capacity-building programs, technical assistance, and advisory services, ICAO can help these states develop effective regulatory frameworks, improve safety and security protocols, and align with international standards. The organization’s role in facilitating scholarships, funding for training, and regional cooperation agreements is also vital in reducing reliance on foreign professionals and fostering local talent.
The DG’s engagement with ICAO at the GISS 2025 is a clear indication of Sierra Leone’s commitment to leveraging international support to overcome its challenges. By focusing on regional cooperation, specialized training, and sustainable practices, Sierra Leone is paving the way for a more vibrant and resilient aviation sector.
Signing of the ICAO Training Agreement


On the side-lines, at the symposium the DG signed an: ICAO Training Agreement under the Management Service Agreement (MSA) with Sierra Leone. This agreement marks a significant milestone in the country’s efforts to enhance its aviation workforce through targeted training programs. The project will involve the delivery of Five Major ICAO Training Courses in 2025, covering critical areas such as Flight Safety, Safety Management, and Training Competency Development.
The training courses will be delivered through a combination of online and instructor-led sessions, with the latter being conducted in Sierra Leone by ICAO experts. This approach ensures that the training is not only accessible but also tailored to the specific needs of the country’s aviation professionals. The courses include:
1. Training Instructors Course (TIC EN)
2. Training Developers Course (TDC EN)
3. Universal Safety Oversight Audit Programme (USOAP EN) Auditor Preparation
4. Universal Safety Oversight Audit Programme Continuous Monitoring Approach Phase 1 (USOAP CMA EN): Online
5. Universal Safety Oversight Audit Programme Continuous Monitoring Approach Phase 2 (USOAP CMA EN): Covering various disciplines such as Personnel Licensing, Operations of Aircraft, Airworthiness of Aircraft, Air Navigation Services, Aerodrome, and Ground Aids.
This initiative is a testament to Sierra Leone’s proactive approach to addressing the skills gap in its aviation sector and ensuring that its workforce is equipped with the knowledge and expertise required to meet international standards.
